摘要
根据《数字化银川建设总体规划》,结合银川市电子政务的建设情况以及目前的网络通信设施建设和利用现状,介绍了信息资源规划的概念及其在国内外的发展.论述了信息资源规划的作用,指出了IRP的目标,针对银川市信息平台建设提出了信息资源规划的内容及实施步骤.建议采用TRP2000工具支持并描述了如何合理使用该工具,归纳出银川市信息资源元库,并建立了信息化建设所需要的所有的集成化的系统模型——功能模型、数据模型和系统体系结构模型;给出了如何解决政务信息化建设中的系统整合与系统重建问题的措施.
This paper mainly discusses the macro-programming of digital Yi nchuan,on the base of the development of Yinchuan' s economy & society, according to the status of network' s building & usin g, and the Yinchuan' s government affair building.The paper introduces the con ception of information resource planning and lists out its content and the step to implement it. In the paper it also discusses the effect of IRP, at the same t ime points out the aim of IRP. The paper suggests constructing the meta database by the developed tools and building all of the models required in the IRP such as function model, data model and system architecture model. The paper also giv es a way to resolve the question of system reengineering and system integration.
