摘要
文章运用社会权利贫困的理论框架,讨论了社会权利贫困的“中国现象”,其中包括现行法规没有保障平等的公民权利、明文规定的权利难以得到强制实行、弱势群体缺乏参与制订游戏规则的权利、城市贫民的人格尊严严重缺乏,以及一批特定的弱势群体的社会权利严重不足。通过总结美国反贫困政策演变和不足,文章提出了治理中国城市贫困的四个基本思路和方向。
Within the theoretical framework of social rights poverty, this paper discusses the 'China Phenomenon'of social rights poverty, including: the failure of existing laws to safeguard equal civil rights; difficulty in enforcing rights stipulated in explicit terms; the weaker lacking rights of participating in game rules formulation; serious deficiency in city paupers' dignity and severe inadequacy in social rights of those specified weaker groups. By summarizing the development and defects of American antipoverty policy, the author proposes four fundamental thoughts and orientation of harnessing Chinese urban poverty.
