摘要
改革开放以来,我国城市贫困问题日益成为一个重要的社会问题,为此,各级政府在城市反贫困方面采取了综合性的行动。本文较系统地分析了现阶段我国城市贫困的现状、原因和特点,总结了我国城市反贫困政策和行动体系,在此基础上分析了我国城市贫困问题下一步可能的变化情况,并提出我国未来城市贫困的若干政策建议。本文认为,我国现阶段城市贫困问题主要是由于市场经济转型及经济全球化的影响。随着现阶段具有转型期特征的城市贫困问题逐渐缓解以后,下一步的城市贫困问题将可能朝着更加长期化和稳固化的方向发展。因此,针对城市贫困问题的未来发展趋势,我们应着力加强和调整城市反贫困的行动。
Since China's reform and opening-up, urban poverty has increasingly been an important social problem; consequently, governments at different levels have taken comprehensive steps in urban antipoverty. This paper systematically analyzes the current situation, causes and characteristics of urban poverty in China, summarizes the system of urban antipoverty policies and actions, further analyzes the possible changes in China's urban poverty in the coming years and proposes several policies concerning China's future urban poverty. The paper maintains that the present urban poverty is mainly caused by the transition of market economy and economic globalization. With the alleviation of present urban poverty characterized by transitional period, the future urban poverty is likely to become a prolonged and stabilized problem. Therefore, taking the future urban poverty development tendency into consideration, we should endeavor to strengthen and adjust urban antipoverty action.
