摘要
从西海固地区水资源短缺及生态环境恶化的现状出发,基于水资源与生态环境的辩证关系,分析了生态环境对水资源开发利用的响应机制。得出了开发利用水资源指导思想的偏差及不合理工程技术的使用,是促使该地区生态环境恶化的重要因素之一,也是导致水资源更加短缺的重要原因。继而提出了加强西海固地区生态环境恢复进程,是缓解该地区水资源短缺的根本途径和保证该地区水资源持续利用的最终归宿,并针对性地提出了生态环境恢复的4点措施。
For being short of water resources as well as serious ecological environment deterioration, Xi-Hai-Gu area is the poorest one in China. Based on the dialectical relation between the water resources and ecological environment, the impact of exploitation and utilization of water resources on ecological environment are analyzed, and then a conclusion is drawn, that is, the deviation of guiding theory as well as unreasonable utilization of engineering and technology in the exploitation and utilization of water resources are the important factors which accelerate the degree of ecological environment deterioration, also is a fatal factor to the shortage of water resources in this region. Then some suggestions are given, such as to strengthen the ecological environment resumption process is the basic way to alleviate the current situation of water resources shortage, and is also the final home to guarantee the continuous exploitation of water resources.
