摘要
本文通过对中日美三国“科技—经济”运行机制的比较发现,科研·教学·生产联合体(REP system)是科技迅速转化为生产力,促进高新技术商品化、产业化和国际化的最优方式。它能够迅速提高产业界的科技水平从而使科技有效地与经济相结合,还能对科研院所和高等院校提供经费支持,促进生产单位的联动,从而加速经济发展。由于我国制度与日、美不同,在参照日美经验时,应结合国情对科技一经济政策作出调整,以促进REP系统的加速发展。
This thesis compares America. Japan with China in the model of science -and technology—economics, and discovers that the joint system of producing, educating and researching is the most excellent way, which turns science—technology into productivity speedily and makes high-new technology commercialize, industrialize and internationalize. It can enhance immediately the scientific—technological level of enterprise and supply R &. D fund for university and institute of Science—technology.
