摘要
农民负担问题久减不轻的原因在于城乡二元结构、基层政府机构与人员膨胀、对农村社会国家管制以及农村经济增长缓慢 ,等等。若要从根本上解决农民负担问题 ,必须把它当作一项系统工程来抓 ,主要措施包括打破城乡二元结构体制、精简基层政府机构与工作人员。
The long-standing burdens over farmers re sult from the to wn-country dual structure, redundant personnel and institutions in grass-roots g overnments, state control over the rural society, slow rural economic growth etc . To solve the problem of farmers' burdens fundamentally, we must take it as a s ystematic project, the main measures for which include breaking the town-country dual structure, trimming the administrative structure and personnel, regulating state control over the rural society and promote the growth of rural economy.
