摘要
作者认为,计划不是排斥商品经济和市场作用的计划,而是尊重价值规律和供求规律发挥市场作用的计划,计划是社会化大生产的客观要求,资本主义也有计划;市场是与社会分工和商品生产相联系的,不是资本主义的专利。计划与市场相结合,就是要把两者的长处和优势充分发挥出来,促使社会主义经济的持续、稳定、协调发展;计划与市场相结合,不能局限于原有的计划体制内,必须大力发展社会主义商品经济,使市场机制发挥更大的作用;计划与市场相结合,矛盾的主要方面在计划,必须把重点放在搞好企业,把企业推向市场,建立和完善市场体系,积极稳妥地进行价格改革,转变政府经营管理的职能。作者认为,必须把流通体制改革摆在重要位置上,其中心任务是培育社会主义市场体系,为此,必须抓住批发市场这个重要环节,重点是转换流通企业经营机制。
The author thinks that planning in china's economy can not exclude commodity economy the function of market, and should observe the relation between supply and demand, the law of value. It is necessary to have planning in social production, the capitatist economy also has planning. Market has relations with division of labour in society and commodity productions, and it is not the patent of captialism. The integration of market and planning can make use of advantages of market and planning, to promote the steady, stable and harmony development of sociatist economy. The in tegration can not be limited in the traditional planning system, we must greatly devel op the socialist commodity economy and make the market mechanism operating fully. In the precess of combining market and planning, the principal aspect of a contradition is planning, we must concentrate the combination on activating the enterprises and must push the enterprises to the marketby establishing and improving the market system, advacing the the reform of price system, transforming the admistration fanctions of government. The author also holds that we must emphasize the reform of cirvulation system, developing and improving the market system is our major task So, we must grasp wholesale market, the key link of Circulation and transfrom the operating mechanisms of circulation enterprises.
