摘要
分析国有铁路施工企业在职工就业、离退休人员管理、社会职能分离等方面存在的问题,提出国有铁路施工企业要加快与地方企业、市场经济接轨,规范劳动用工制度,剥离社会职能、实行劳动报酬和福利待遇货币化政策,以适应WTO规则。

It suggests that state owned construction enterprise shall be in conformity withthe local enterprise and market economy in a accelerated speed, standardize labor employment system, divestituesocial functions and to realize the labor recompensation and welfare in terms of money, to adapt to WTO rules.
