摘要
据不完全统计 ,世界已建、在建和拟建跨流域调水工程已达 16 0多项 ,分布在 2 4个国家 ,其经济效益和社会效益明显。目前尽管生态、环境等负面影响还不甚明了 ,但有些异常已初露端倪。从水圈和大气圈、生物圈、岩石圈物质交换和能量交流来看 ,跨流域调水工程对生态、环境、社会负面影响是不可避免的 。
According to the incomplete statistics, the existing, in built and proposed transbasin diversion projects amount to over 160, distributed in 24 countries throughout the world and resulted in significant economic and social benefits. At present, their negative impacts on ecology and environment are still not quite recognized, but some abnormal conditions are already clear. From the viewpoint of hydrosphere and atmosphere, biosphere, lithospheric material exchange and energy exchange, the transbasin diversion projects will inevitably impose negative impacts on ecology, environment and society, and therefore a careful approach should be adopted.
