摘要
实行教师资格制度是新时期教师队伍建设的重大举措和制度创新 ,是国家依法治教的重要保证 ,标志着我国教师队伍建设与管理进入了一个法制化、规范化的新阶段 ,能有效地解决教师队伍建设中存在的矛盾和问题 ,提高教师队伍的整体素质。学校要以实行教师资格制度为契机 ,深化人事制度改革 ,树立人才资源是第一资源的观念 ,形成“以人为本”的管理思想 ,加强教师队伍建设 ,规范机构和岗位设置 ,推进全员聘任制 ,建立和完善竞争激励机制 。
The Teacher Qualification System is an important measure and a new system of building the teaching body in the new period.It is also an important guarantee of running education by law.The implementation of the system indicates that the construction and administration of the teaching body have entered a new legalized and standardized stage and it can not only effectively deal with the contradictions and problems but also improve the overall quality of all the teachers.This system should be carried out to deepen the reform of personnel system,to foster the idea that human resources is is taken as the deminant factor,to form the administering idea of being human-orientated,to strengthen the building of the teaching body,to standardize the organization and post,to advance the system of complete appointment,to set up and improve the mechanism of competition,and to promote self-development.
