摘要
研究报告回顾了我国造纸纤维原料结构变化的历史沿革,全面分析了我国造纸工业的特点和造纸工业纤维原料结构现状,讨论了造纸纤维原料包括木材、非木材和废纸的供应现状及发展趋势;预测了未来我国造纸工业对纤维原料的需求,提出了原料结构调整的指导思想、基本原则、战略目标及全国造纸工业原料基地建设规划的设想;最后提出了造纸原料结构调整的发展战略措施及相关政策建议。
This paper comprehensively analyzes the features of China's paper industry and its fiber raw material structure after reviewing the variation of fiber raw material structure in the past several decades. The current status and development trend of fiber raw material supply including wood, nonwood and recycled fiber are discussed. The paper predicts the demand of fiber raw material in the forthcoming future and discusses the guideline, principle and target of fiber raw material structure adjustment as well as the plan of fiber raw material base construction. The paper finally puts forward some suggestions on the related policy and measurement.
