摘要
本文基于科技能力评价指标体系,对"九五"期间中国区域尤其是西部地区科技能力的发展态势进行分析。结果表明:"九五"期间中国的科技能力平均增长7.8%;东部地区为9.4%;中部地区为7.1%;西部地区为5.7%。西部地区科技能力之所以增长缓慢主要是由于科技条件支撑能力和科技转化能力增长缓慢所致。最后,本文就"十五"期间西部地区科技能力建设提出了两点建议。
The Scientific &Technological capability is composed of capability of Science &Technology, condition-supporting capability, output capability of Science &Technology and transformation capability of Science &Technology. This paper makes an assessment of regional Scientific &Technological capability during 1996~2000, and the result shows that the capability of Science &Technology in China averagely increases by 7.8%as a whole, East China 9.4%, Mid-China 7.1%and West China 5.7%. The relatively slow growth rate of Scientific &Technological capability in West China is mainly caused by slowly increased condition-supporting capability and transformation capability of Science &Technology.
