摘要
在“三项改革”的不断深化和中国加入WTO的新形势下,医疗机构机遇与挑战并存,医疗资源合理配置、提高医疗服务质量、医院经营管理是21世纪医疗机构生存与发展的重要内容和发展趋势,同时探索了医疗机构及其管理者在改革开发大潮中的应对策略。综合论述了提高医疗服务质量科学、现代、实用的对策措施;阐述了医院经营管理的新理念,现代医院管理要改变过去传统的单一的医疗业务管理为综合的医疗服务管理和经营管理,作为医院领导者要优化知识结构,既要懂得医疗服务专业管理,又要懂得经济管理,医疗机构要正确处理服务、经营、管理三者的关系,以一流的管理经营促进医疗服务质量和水平的提高,同时初步提出了医院经营管理及其经营效果、资金运作、医疗成本核算、医疗技术效果的概念、内容、应对策略和方法。
It points out that opportunities coe xist with challenges according to me dical establishment with the deepening of reform and China' s joining WTO,and reasonable disposition of medical resources,improving medical service quality and hospital manage ment are the important content and developing tendency of medical establ ishment ' s existence and development in the 21st century.It also explores the tactics that the managements of medical estab-lishment should have.It illustrate s how to improve medical service quality and expounds the new concept of hospital management.It shows that modern hospital management should change from the traditional dull business medic al management to synthetical medical s ervice management and administrati on;the leaders of hospital should ma ke their knowledge structure better,which means they should know medical servic e vocational management as well as eco-nomical management.The relationsh ip among service,administration an d management must be handled correctly and the first -class management and admi nistration will quicken the improvement of medical service quality.It i ndicates the concept,content,tactics and me thods of hospital management,management effects,application of fund,medical cost accounting and medical skill effects.
