摘要
近年来我国外汇储备呈快速增长趋势 ,已成为世界第二大外汇储备国。我国外汇储备合理规模的确定存在着两难的抉择 :一方面 ,如果外汇储备不足或低于警戒线 ,就会削弱或损害调控和干预外汇市场的能力 ,加剧金融风险 ,有可能危及金融安全 ;另一方面 ,如果外汇储备过量或超出适度区间 ,则将会走向另一个不合理极端 ,即会因大量的资源闲置而承受巨大的经济损失、损害经济增长的潜力。我国外汇储备合理规模的政策选择应当是 :稳定外汇储备规模与加强外汇储备管理两者并举。
China has recorded a balanced international payment with a steady rise in the sum of its Forex reserve. and has become the world's second largest nation with biggest Forex reserve only after Japan. We are facing a dilemma at whether our Forex reserve is rational or not. On the one hand, China's bulging Forex reserve could prevent and dilute international financial risks, and enhance the capabilities of the Chinese government on macroeconomic control, and intervention of Forex market’s fluctuations. On the other hand, it can also damage our potential economy growth if we have the Forex reserve above the required (by economic development) level, the precious capital resources would not be distributed properly. The right Forex reserve policy preference should be focused on .the combination of rational reserve scales and efficient reserve management.
