摘要
依据可持续发展的战略思想,对阜新市经济转型及细河地下水开发利用的问题进行分析,提出了相应的对策措施,加强法制建设,依法治水;控制地下水开采,改善地下水补给条件;建立合理的水价形成机制;坚持开发利用与保护相结合,减少和防止水资源污染;建立完善的节水体系;建立完善的地下水资源监测网络,从而达到阜新市细河地下水资源的可持续利用目标。
According to thought of strategy of sustainable development, the paper analyzed the problems about the development and utilization of underground water resource in Xihe river. The authors emphasized that it抯 important to Fuxin city抯 economic type transformation. To reach the goal of water resource sustainable utilization, the authors put forward some advice, including enforcing the legislation construction and regulating water resource by law, controlling underground water exploitation and improving supply conditions of underground water, establishing the reasonable water price system, establishing the effective water-saving system and forming the monitoring net of underground water, preventing underground water pollution, and so on.
