摘要
北京市第九次党代会为贯彻十六大“有条件的地方可以发展得更快一些 ,在全面建设小康社会的基础上 ,率先基本实现现代化”的精神和“努力办好 2 0 0 8年奥运会”的要求 ,制定了“新三步走”的战略和“新北京、新奥运”的构想。“新三步走”要求北京到本世纪中叶 ,即建国 1 0 0周年时 ,成为当代世界一流水平的现代化国际大都市。“新北京”要求北京市在 2 0 0 8年基本实现现代化 ,人均国内生产总值达 60 0 0美元 ,基本形成国际大都市的框架。“新奥运”(着重北京奥运经济 )要求以奥运促发展 ,加速实现北京市率先基本实现现代化和基本形成国际大都市框架的目标。
The 9th Congress of Communist Party of Beijing made the framework of “3 New Developing Steps' and “New Beijing, New Olympic Games”based on the requirement of Carrying out the policy of the 16th National Congress of the Communist Party of China, which argued that some areas with well conditions can develop more rapidly, realize modernization first on the foundation of building a well-off society in an all-round way, and do our best to hold 2008 “New Olympic Games'. Implementing “3 New Developing Steps', Beijing will become a modern international metropolis with high level.“New Beijing strategy”argues Beijing realize modernization first and it's GDP of average per capita will be at $6?000, and form the base of modern international metropolis in 2008. Olympic economy can help Beijing to fulfill the goal of realizing modernization first and becoming a modern international metropolis.
