摘要
西部开发要达到缩小地区差异这一目标,单靠国家政策的倾斜是不能实现的,必须从西部地区的现状出发,把可以改变区域经济增长方式的技术创新作为西部开发战略的核心,构建西部区域创新系统。主体、辅助和环境这三个子系统既是区域创新系统的主体结构,又是西部开发战略的战略主体。由于区域创新系统的建立本身要经历一个创立、成长、成熟的阶段,因此每一战略主体在各个阶段的作用发挥是各不相同的。在此阐述了区域创新系统的特征和结构,对区域创新系统战略主体和其演化过程进行分析,并揭示了三个战略主体在系统不同发展阶段的作用。
The purpose of west development is to reduce the regional difference. Policy declension cannot realize out the purpose completely. Technology innovation,based on the actual situation of the west region,can change the pattern of regional economy development. So building the west regional innovation system (WRIS) is the core of the west development strategy. WRIS is made up of entity subsystem,assistant subsystem and environment subsystem,which are the strategic entities of the west development strategy. They have different functions in different stage of the system evolution, because the WRIS itself is constructed from promote,growth to maturation. Here,it analyses the characters and structure of the WRIS firstly. Then based on these.it analyses the strategic entities and their evolvement process. Finally it discusses the different functions of the strategic entities in different stage of system evolution.
