摘要
考察以民主治理为目标的政府再造运动理论的意涵具有重要意义。西方国家政府再造运动理论的意涵是建立在自利假定基础上的,实际上也是一种政治理论。这种理论的最基本假定是众多个体的狭义的自利集合可以充分地接近公共利益。为了说明再造运动固有理论假定的重要性,先要考察再造的三个要素,即市场模型、顾客服务和企业家精神;然后分析自利假定的意涵,指出自利假定是对民主的公民资格、公民参与和公共利益的否定。这一理论虽然偏离了现代国家民主治理的目标,但对基于众多个体的狭义自利的集合接近于公共利益的政治理论作出了贡献。
It is very imp or tant to examine the implication of the theory of government re-creation with democratic governance as the goal.The implication of the theory of government re-invention in western countries is based on the hypothesis of self-interest and is actually a kind of political theory.The most basic hypothesis of this t heory is that the narrow-sense accumulation of self-interests of many individu als may approximate adequately the public interest.To explain the importance of hypothesis in the innate theory of re-invention movement,we need to examine the three elements in it,that is,market model,customer service and the spirit of entrepreneur.Then we can analyze the implication of the hypothesis of self-interest and point out that it is the negation of citizenship,civic engagem ent and public interest in democracy.Though this theory deviates from the goal of democratic governance in modern countries,it has made its contribution to t he political theory that narrow-sense accumulation of self-interests based on many individuals approximates public interest.
