摘要
本文首先分析入世后我国货币政策外部环境将会发生的变化 ,然后从六个方面探讨这些变化将给货币政策实施带来的难题及中央银行的相应对策。这六个难题是 :经济泡沫化加速 ;货币政策的外在约束增强 ;货币当局面临的扩大就业的压力增加 ;中央银行作为货币保卫者和最后贷款人的职能冲突 ;外资银行进入和金融创新将削弱中央银行的货币调控能力 ;货币传导机制复杂化。
At first, this paper analyses the changes that will happen in the outside environment of the Chinese monetary policy. And then, from 6 aspects, probes into the difficulties to monetary policy that will bring about and central bank's countermeasures. These 6 difficulties are : economic bubblize quickly; outside restraint of monetary policy will strengthen; the employment problem pressure that central bank faces will increase; the central bank's monetary defender function will conflict with its another function-the lender of last resort(LOLR); the foreign capital bank's competition and financial innovation will weaken the central bank's monetary control ability; the monetary policy transmission mechanism will become complex.
