摘要
丰富的人力资源是推动我国未来经济增长的关键因素。我国人力资源开发已取得了巨大成就,但在世界经济一体化视野下看我国人力资源开发仍有不足。要构建中国人力资源开发和管理中的有效保障机制,把优先开发和利用人力资源作为一项基本战略和基本国策。
Rich human resources are the key element to push our future economy increasing. Great achievements have been made in the development of human resources, but there are still some shortcomings in the development of human resources of our country from the viewpoint of one integral system of the world economy. To construct an effective insurance system for the development and management of the human resources, the priority given to the development and utilization of human resources should be regarded as a basic strategy and a basic national policy.
