Decision-making is a function of the first importance to the leading work,and scientifically decision-making is an important question faced by every leading cadre.Subjectively speaking,the function of leaders'scientific decision-making is a central content,which gives expression to every aspect in practic.Establishing a complete decision-making system is the objective guarantee of scientific decision-making.
