摘要
地方制度是一国宪政制度的重要内容,地方制度问题也是宪法学和政治学的重大研究课题之一。近二十年来,中外地方制度经历了很大的改革和变化;中国地方制度在二十一世纪也将呈现出新的走向和发展趋势,从而对中国宪政制度产生深远的影响。
Local governments are a component part of a constitutional government in a country. Great change has taken place in China and Western countries in recent years: a new trend of reform and development will emerge in the 21st century. China has little time to lose.
