摘要
引用舒尔茨人才理论,用STS(科学、技术与社会)观点分析人力资本开发在西部大开发中的重要作用。人力资本开发必须遵循人力资本理论,从基础做起,注意人力资本所具有的特殊性质,采取切实可行的措施,降低人力资本投资风险。
By citing Theodore W. Schultz′s theory about talents, the writers of this paper, from the perspective of STS (science, technology and society), make an analysis of the importance of developing manpower in carrying out Western China Development. The writers arrive at the conclusion that the development of manpower should comply with manpower theory, and attention should be paid to the special property of manpower, and that practical measures should be taken to reduce the risk of manpower investment.
