摘要
本文建立了我国社会保障的综合评价指标体系,包括五个层次和四级子系统,内容涉及社会保险、社会救济、社会优抚和社会福利四个子目标。在分析主观评价和客观评价方法的基础上,提出了应用因子分析模糊综合评价方法,对我国部分省市社会福利建设状况作了评价,得出了经济持续发展是建立与完善社会福利制度的必要条件的结论。
This paper constructed an evaluation system for China' s social security, which includes five levels and four index systems and involves social insurance, social relieve, social veterans special treatment and social welfare. Based on the analysis of the suitability between the subjective and objective evaluation methods, this paper proposed the application of factor-analysis and fuzzy comprehensive evaluation method, which is used for evaluating the condition of social welfare in selected provinces. The conclusion is that economic development is a necessary condition of constructing and perfecting social welfare system.
