摘要
当前国内学者对经济全球化及其实质,提出了许多说法,但这些说法只是反映了经济全球化的外在特征和表现,而不是它的实质。笔者认为,经济全球化的实质应是能够反映经济全球化根本性质和内在联系的资本增殖关系的全球化。经济全球化对国家主权和经济安全,既有积极一面、又有消极一面的双重影响。以维护国家经济主权的根本目的和根本任务为出发点,应采取灵活的维护方式;把国家的现实利益和长远利益结合起来,区别对待经济主权的不同要素;正确处理国家主权和经济安全保护中的关系;建立面向未来的国家经济安全保障体系等维护国家主权和经济安全的基本思路与对策。
Currently the domestic scholars bring forward many opinions on economic globalization and its essentials. However,what these opinions refect is only the external characteristics and representation of economic globalization,but not its essential.The writer argues that the essential of economic globalization should be the one which is able to reflect the fundamental characteristic and the internal relationship of capital multiplication. Economic globalization has both positive and negative effects on national sovereignty and economic security.Flexible methods of maintenance should be adopted for the purpose of maintaining national economic sovereignty; different elements of economic sovereignty should be treated distinctively with the combination of national realistic interests and long-term interests;the relationship between national sovereighty and economic security should be handled correctly;the basic ideas and countermeasures,like establishing national economic secunity system which faces the future,should be formed.
