摘要
本文试图在对国内外许多专家、学者的有关粮食安全概念、中国粮食安全状况以及WTO环境下的粮食安全创新等研究成果进行综述、分析的基础上 ,提出一些抛砖引玉性的粮食安全新观点。认为粮食安全是一个国家或地区为保证任何人在任何时候都能得到与其生存与健康相适应的足够食品 ,而对粮食生产、流通与消费进行动态、有效平衡的政治经济活动。在中国有能力保障粮食安全的情况下 ,应特别强调粮食安全的经济性、“以合理成本保障粮食安全思想”的确立 ,以及“大粮食、小口粮”战略的制订与实施。
This paper tries to put forward some grain safety views on the analysis of the research results about the concept of grain safety, the condition of Chinese grain safety and grain safety innovation after the entrance of WTO, so as to cast a brick to attract jade. It believes that grain safety is the dynamic and effectively balanced political and economic activities is the grain production, flow and consumption to ensure proper food to guarantee every people to get at any time and to meet the requirements of his health in a nation or a region. On the condition that China has the ability to guarantee grain safety, stress the setup of the economic property of grain safety, 'the ideology to ensure grain safety with reasonable cost', and the draw up and conduct of the strategy of 'large grain and small grain ration'.
