摘要
民族地区法制建设面临的最大问题是习惯法的适用。要充分发挥习惯法的积极作用,剔除其负面影响,必须在促进国家法与习惯法相融合的基础上加强应用研究,明确法制建设过程中习惯法的适用原则、适用条件及适用方式。
The problem in legal system building in ethnic areas is the applicability ot national custom law. In order to give full play to national custom law and eliminate the side effects, it is necessary to make researches into its applicability, clarify the principle, condition and methods of application of the law.
