摘要
任何一种行政体制、行政过程和行政改革 ,都由一定的行政文化来支撑。行政文化现代化一般滞后于行政体制改革。传统的行政文化阻碍了当前行政体制改革的发展。要深化行政体制改革 ,必须抓住行政文化创新这一核心 ,积极发挥现代行政文化的开放、规范。
Any kind of administrative system, administrative process, and administrative reform is supported by certain administrative culture. The modernization of administrative culture cannot synchronize with the reformation at administrative system. The development of administrative system reform is hindered by the traditional administrative culture nowadays. We should promote the culture reform and achieve the modernization of administrative culture. The new administrative culture will be the fresh impetus for the administrative system reform..
