摘要
现代社会保障制度兴起于 19世纪末 2 0世纪初的欧洲 ,它是工业化的产物。现代社会保障制度的建立是现代国家的一个重要标志 ,在今天 ,它广泛地建立于世界各地。现代社会保障制度兴起于欧洲的原因包括三个方面 :经济、政治以及人们的思想观念 。
Modern social security rose in Europe from the end of 19th century to the beginning of 20th century, and it was the result of industrialization. At that time the social securities of Germany and England were special representative. The establishment of modern social security is an important symbol of modern country, and today it has been established in the world extensively. The reasons why modern social security rose in Europe include three aspects: economy, politics and people's idea.
