摘要
文章认为 ,行政法因控权而生 ,因能够控权而存 ,因控权的需要而变 ,亦可能因无权可控或已难能控权而亡。
This essay tries hard to prove that Administrative Law was born for authority control, existed owing to the possibility of authority control, and altered with the needs of authority control. It would eventually die out at the stage when no authority can be controlled or authority became hard to control.
