摘要
首先,对近年来中国农村信用社体制改革中的两种主流观点,即"坚持合作制还是对信用社进行商业化改造"作了总结和分析,指出两种观点并非完全对立,而是可以统一起来。其次,重点剖析了当前改革中普遍存在的几个模糊认识,进一步澄清了支农与为社员服务、贫困与合作意识、合作制的改造与重建、支农与合作制、商业化与支农、商业化与城市化、支农与亏损的关系,提出解放思想是正确认识信用社改革有关问题的关键。
Firstly,the two main opinions about the reform of the Rural Credit Cooperative are analyzed,i.e.,to stick to cooperative system or commercialize the cooperative,and the two opinions can be united.Secondly,the concepts of several reationships are cleared up,i.e.,helping the farmers and serving the farmers;poverty and consciousness of cooperation;reform and reconstruction of the cooperative;helping the farmers and the cooperative system;commercialization and helping the farmers;commercialzation and urbanization;helping the farmers and deficit.lt is pointed out that the liberation of thoughts is the key problem in the cooperative reform.
