摘要
多年来中俄开展了多项科技人才合作,引进了一大批优秀的俄罗斯科技人才,对我国经济建设起到了不可替代的作用;同时还存在着认识上有偏见,信息交流不畅,组织协调不够,市场机制不健全,复合型人才缺乏等问题。引进俄罗斯人才是我国引进国外智力的重要组成部分,曾经为我国科技进步和经济发展起了重要的推动作用。黑龙江省应发挥地缘优势,加大引进俄罗斯人才的力度。
For many years,China and Russia have carried out a talent cooperation on quite a few items.China has imported a good number of excellent talents from Russia,which has played a nonfungible role in the economic construction of both our country and our province.But there exist some porblems in the cooperation such as some prejudice,impeded information exchange,non-coordinated organization,imperfect market machinery and a shortage of compound talents,etc.Absorbing Russian talents is an important part of importing foreign intelligence by China,which has played an important pushing role in China's scientific and technical progress.Heilongjiang province should give play to its geographical advantage and try harder to import Russian talents.
