The implementation of the policy of cost sharing and compensation in higher education has attracted much attention. A systematic analysis has been made of its theoretical footing and its influence on education equality, on basis of which a further discussion is carried out in terms of the basic framework of the cost sharing and compensation system in primary supplementary type higher education in China.
