摘要
讨论电子资源的“国家采购”与集团采购的区别,介绍电子资源“国家采购”的3种模式(统购型、补贴型和“平台”型),重点研究CNSLP和NESLI两个个案,分析我国“国家采购”的现状和存在的问题。
National site licensing means the government is involved in electronic resource development, and the site is nation - wide. The difference of national site licensing and consortium purchasing is discussed, and three models are described. The models are central-funded, central- subsidized and 'platform'. CNSLP and NESLi are studied as two cases. National site licensing in China is also analyzed.
