摘要
办什么样的大学以及如何办大学 ,如何对大学未来发展进行规划设计 ,这是决定学校生存和发展的重大问题。大学发展规划涉及现状分析、指导思想、发展目标和保障措施四大方面的内容 ,规划的制订必须按照科学的方法。
What kind of universities to be constructed, how to run them and how to design their development are vital questions to their existence and development. Their development programme includes four components, that is, analyzing the current situations, clarifying guiding ideology, deciding development objectives and setting up guarantee system. Moreover, the development plan should be formulated in accordance with scientific methods, procedures and strategies.
