摘要
通过对汾河灌区节水改造工程的特点以及工程招投标工作中存在问题的分析,阐明了在灌区节水改造工程中过分强调施工企业资质是不可取的。
Through analysis on the features of water conservation &transformation engineering in Fenhe River irrigated area and the problems existing in competitive bidding of this engineering, this paper illustrates that putting undue stress on the qualification of construction enterprises in water conservation &transformation engineering in irrigated area can't be adopted.
