摘要
提供生态环境公共产品是岷江上游民族地区在区域分工中的任务。生态环境产品具有利益外溢的特点,财政手段可以有效解决生态环境外部效应问题。本文从建立流域转移支付制度、改革税制、财政投融资向环保产业倾斜几个方面提出一些建议,力求财政在生态环境建设中更好地发挥作用。
Off eing ecological public products is a task in the regional division of labor in the national area at the upper reaches of the Minjiang River.Ecological products have the characteristics of profit outflowing.Financial means can be adopted to solve the problem of external effects of ecological environment.The paper proposes that to make financial measureo syield well,river basin transfer payment system be set up,tax system be reformed,and financial investment favour industries which are aimed at environmental protection.
