摘要
中国的村民自治存在着十大问题:自治活动缺乏规范,民主观念缺乏理性,非制度化选举现象严重,决策内容不到位,制度管理难以落实,监督的形式主义现象依然严重,权威来源出现偏移,自治主体地位不明,惟上意识根深蒂固,重大事件时有发生。这些问题的存在是由于农村过度的民主追求、不当的目标定位、偏颇的善政思想以及村民自治宏观和微观方面的不足所致。
There are ten deficiencies in the process of villager-self-governed:the lack of regulations in the self-governed activi-ties,the lack of rationality of democratic concept,the serious phenomenon of non-systematic election,deficient decision-making,the failure to carry out the management system,the supervision in form is still serious,the deviation of authority origin;the im-plicit subject of self-governing,the rooted concept of following superior,accidents take palce from time to time.The above problems stem from the over-pursuing of democracy,inappropriate orientation of object,impartial kind-administration notion and the microscopic and macroscopic deficiencies of self-governing.
