摘要
从历史的角度考察了我国素有的“德治”传统,以汉朝“无为而治”(德治)的经验和秦朝严刑峻法的教训说明了“以德治国”的重要作用和意义,列举了我国传统中没落的腐朽道德成分在现实中的主要表现,论证了新的历史时期实施“以德治国”的必要性,探索了新时期实施“以德治国”方略的方法措施,提出了“以德治国”的关键是以德治官,以抓“官德”建设带动“民德”,把“以德治国”与“依法治国”紧密结合起来。
To manage country with virtuous is a strategy that is equal important and combined closely with the rule of law country.This text has investigated the virtuous governing tradition of our country from the history,it states the important function and signifi-cance with virtuous governing of Han Dynasty and the experience of the cruel law of Qin Dynasty,enumerates the main actual per-formance of the decline rot moral composition in our country tradition,argues the necessity to actualize the managing country with virtuous in the new history period.Bring up the official virtuous to lead,the key of managing country with virtuous is to manage the officers with virtuous,then grasp the official virtuous developments to arouse the people virtuous,make the infrastructure of good people virtuous,put the managing country with virtuous closely together with the rule of law country.
