摘要
在世贸组织农业框架下 ,如何以弥补市场机制的缺陷为度来增加政府对农业的投入 ,如何提高政府农业投入的效率 ,如何通过政府投入来带动社会资金投资于农业等等 ,是政府投入机制必须加以解决的问题。本文从政府农业投入资金的分配方式、资金的投入方式、资金的拨付方式等三个不同层面 ,就如何提高政府农业投入机制的效率问题进行了分析。
Under the WTO agriculture s tructure,there are some problems that ou r government has to solve suchas how to incr eas e the government's investment in agricul ture by supplementing defects in market s ystem,how to improve the efficiency.of t he government's investment in agricultur e,how to use social finance to improve a griculture through the government's inve stment etc.The author discusses the method of fund distributi on,the method of fund investment,and the method of fund layout.We try to find a way to improve the efficiency of agriculture investment system of the government.
