摘要
中国加入WTO意味着将坚定不移地建立社会主义市场经济体制。当前卫生管理体制的不完善和管制力度的薄弱 ,迫切需要卫生管理制度创新 ;建立和完善符合国际惯例的卫生行政管理职能体制势在必行 ;卫生行政部门必将面临代表双重角色转变到只代表人民健康利益的角色调整 ;科技创新必将驱使卫生管理方式发生变革。建立适应社会主义市场经济体制和我国国情的卫生服务体系、管理体制和运行机制 ,必将就成为我国卫生体制改革不可逆转的方向 。
China entering WTO means that China should firmly build up socialist market economy system. But current health management system in China is not suitable and the management ability is very weak. So there is an urgent need for the innovation in health management system. New health management system adapted to international health management function system should be set up. The health administration departments, which were the representative of both sides (the providers and the clients), should adjust their role to only represent clients' side (the demand side). The innovation of science and technology should certainly push the reform of health management mode. At the present, the health management system in China confronts with the austere challenges. To establish new management system and operation system, which suit economy system of socialist market,national health service system and health management system, is the irreversible trend for health management system reform.
