摘要
在贫困地区发展信息技术教育，资源短缺是最突出的困难，但是现有资源的利用率不高。应该重视管理，提高现有资源利用率；在软件、硬件、潜件的建设中，软、硬件并举，潜件先行，软件建设以购置为主。
Shortage of resources is the most striking problem while implementing information technology education in poverty-stricken areas. But no good use is made of the existing resources. Attention should be paid to the management of the existing resources and better use should be made of them. In the construction of hardware, software and potential-ware, hardware and software should go hand in hand. And potential wares must go ahead of the rest. The construction of software should chiefly rely on buying from the market.
