摘要
目标管理是我国20世纪80年代引进并大力推行的一种科学管理方法。本文认真分析了近年来国内科研院所在目标管理实践中值得研究的若干问题,根据国际上最新的第四代管理理论,紧密结合科研院所目标管理工作实际,为适应新时期国家赋予科研院所的新任务、新要求,进行了较深入地研究,积极探索新思路、新办法,提出了解决有关难点问题,进一步深化目标管理,提高科研院所整体绩效的措施和办法。
MBO is a sort of scientific management method imported and practiced on a big scale in1980s.This paper analyzes conscientiously some research -worthy issues in the practice of MBO of domestic scientific research institutes in recent years.In accordance with international newest fourth-generation management theory and in close combination with the working reality of MBO of scientific research institutes,we have conducted deeper researches and probed actively new thoughts and new methods so as to suit to the new tasks and new requirements entrusted to scientific research institutes by the State.The authors also propose some measures and methods to solve the problems,further deepen MBO and enhance integral performance of scientific research institutes.
