摘要
中国城市行政体制初建于清末 ,而确立于民国时期。随着城市行政体制的建立 ,城市行政也开始出现民主化和法制化的趋势。这种趋势主要表现在以下五个方面 :一、城市行政体制与民主选举相联系 ,二、城市立法与行政相互制约体制的初步确立 ,三、市民阶层参政议政的兴起 ,四、城市行政决策的民主化———行政合议制度的初步形成 ,五、城市行政法制精神的初步确立。
China's municipal administration system started from the end of Qing Dynasty and was established in the period of the Republic of China. With the establishment of municipal administration system, municipal administration developed towards the trend of democratization and legalization. It was shown in the following five aspects: the connection of municipal administration system and democratic vote, the preliminary establishment of municipal legislation and system of administrative power balance, the booming of citizen class taking part in administration, the democratization of policy-making of municipal administration, and the preliminary establishment of the spirit of rule of law of municipal administration.
