摘要
为了维护电网安全、可靠、经济地运行 ,必须公正合理地确定各发电厂的AGC辅助服务功能 ,并对参与电网AGC的电厂进行考核和结算。国内电力市场一般将辅助服务价格包含在发电电价中 ,并用期货电量的形式予以补偿。这种运营规则曾经起过一定的积极作用 ,但由于它缺乏合理的量化理论依据 ,不能真正体现市场的公平性 ,一定程度上制约了AGC机组性能的提高和更加有效地运行。在解析AGC运行和结算过程的基础上 ,提出一种量化的补偿算法 ,来评价机组退出AGC运行对系统造成的影响。结合IEEE 1 4节点测试系统 。
In order to make the power systems operate securely, reliably and economically, the function of the AGC ancillary service in plants should be confirmed fairly and reasonably, and the examination and settlement should be made in the plants, participating in AGC. In China, the prices of Ancillary Services are included in the energy price, and compensated through future energy. This kind of operating rule has ever made a little progress, but due to its lack of reasonable quantitive theory, the fairness of the market can't be embodied, and the improvement of the performance and the more effective running of AGC units are restricted on some extent. In this paper, based on the analysis of the running and settlement process of AGC, a quantitive compensation arithmetic is presented to evaluate the effect of AGC's exiting on the power systems. Combining the IEEE-14 test system, the validity of the compensation arithmetic is illuminated by using Equal Increment Method and Dynamic Programming Method respectively.
