摘要
利用理论经济学与环境经济学的有关原理,联系中国西部地区环境问题的现状,借鉴国内外可持续发展的经验和教训,对用环境经济手段促进西部可持续发展进行了理论分析和政策探讨,提出应当在西部应用排污总量控制与排污许可证制度,改进西部地区的排污费收取政策,以及利用财政手段保护西部环境。
In the paper are used principles of theoretical economy and environmental economy to conduct theoretical analysis and policy discussion of how to promote sustainable development in western regions with environmental economic means. All the analysis is based on the present situation of environmental problems in western regions of China while referring to the experience of domestic and international sustainable development. It is proposed that in western regions the total drainage discharge control and drainage permit system be applied, drainage charging policy in western regions be bettered and financial means be employed to protect the environment in west China.
