摘要
对农业结构进行战略性调整 ,既是增加农民收入、促进农村经济发展的迫切需要 ,也是加入WTO增强我国农业国际竞争力的客观要求。为此 ,我们既要具备调整农业结构的战略思路 ,同时还要从转变政府职能、培育龙头企业、加强农业组织创新、建立农业风险保障基金等具体对策入手 ,稳妥地推进我国农业结构的调整。
Carrying out the strategic restructuring of agriculture is an objective requirement of enhancing the competitiveness of China's agriculture in the international market as well as an urgent need for increasing the income of farmers and developing the rural economy. So,we should not only give strategic consideration to the restructuring of agriculture but also start with taking such measures as transforming the government functions, fostering top businesses,promoting innovation in agricultural organizations and establishing agricultural risk security funds.Only thus,can we soundly push ahead the restructuring of China's agriculture.
