摘要
中国粮食保护价政策的核心内容是双目标与双逻辑主线。由于政策目标的相互冲突 ,加上现实政治经济利益格局中各主体行为偏离了政策预期目标 ,使得实施保护价政策希望达到保护农民利益、稳定粮食生产、减轻财政负担、稳定粮食市场价格这些政策目标实际上都没有很好地实现。在粮食保护价政策的后面 。
The key content of Chinese grain protective price policy is the main clue of double-goal and double-logic. Implementing protective price policy is to protect farmers' interest, to stabilize the grain production, to lighten the financial burden and to stabilize the grain market price. As the result of the policy aims' inter-conflict and the main body's deviation from policy desired objective, the policy aims can not be realized perfectly in practice. There are still a lot of problems on grain protective price policy deserving our serious consideration.
