摘要
对甘肃省小陇山林业实验局天然林保护工程实施以来的生态效益、社会效益、经济效益进行分析评价。生态效益从森林资源的增长、林分质量的改善、生物多样性保护、水源涵养、水土保持等方面进行分析;社会效益主要从就业、林区基础设施建设、第三产业发展等方面进行了分析;采用经济分析的方法对森工企业实施天然林保护工程以来的经济损失或经济增长进行量化分析,计算工程实施后,森工企业的经济损失量或经济增长值。
This paper conducts the ecological, social and economic analysis and evaluation on the natural forest resources protection project in Xiaolongshan Forest Experiment Bureau since its implementation. The ecological analysis focuses on the increment of forest resources, improvement of forest quality, protection of biodiversity, watershed conservation, water and soil conservation etc. The social analysis mainly deals with the employment, construction of infrastructure in forest zones, and the development of service sector etc. By employing economic analysis method, a quantitative analysis is conducted on the economic loss and/or increment for the forest industry since the natural forest resources protection project was implemented so as to calculate the economic loss or increment of forest industry.
