摘要
松辽平原的水资源问题,已成为我国东北地区各项经济建设发展的制约因素,日益为人们所关注。在综合前人资料的基础上,本文对松辽平原区域地下水形成分布特点及水资源状况进行了系统的分析,同时还提出了一些水资源开发战略措施,供有关部门制定国民经济和社会发展规划时参考。
The Songliao plain is originally basin-type plain formed in the tectonic framework of Subsidence zone No.2 of Neocathaysian tectonic system.it dominates the recharge,runoff,storage and discharge condition of ground- water,with the characteristics of basin-type lateral zoning in the basic framework of the groundwater system. The Songnen plain is an asymmetric groundwater basin.The exploitable amount of undergroundwater is 137.37×10~8m^3/a,surfaee flow,65.20×10~3m^3/a, and surface outflow,438.69×10~3m^3/a.The Shangliaohe plain is an un-uniform groundwater basin.The distribution of groundwater in the Zhongliaohe plain indicates un-uniformity,and the exploitable groundwater resources,61.25× 10~3m^3/a,surfce flow,21.18×10~3m^3/a,surface cutflow,40.16×10~8m^3/a.The Xia- liaohe plain is a groundwater basin with symmetric zoning open to south,and the exploitable groundwater resources,46.79×10~3m^3/a,surface flow,22.20×10~8 m^3/a,surface inflow,116.38×10~8m^3/a. The utilized amount of groundwater occupied 20.26% of the exploitable groundwater resources,and the utilized amount of surface water occupied 27.99% of the total amount of surface flow,indicating that the water resour- ces of the Songliao plain is potential in development.Because the water resources is not distributed uniformly and exploited excessively or irrationally, the water is in short supply. The key to solve the deficiency in water resources of the Songliao plain is formulation and implementation of feasible development strategy.The strate- gies include:Based upon the different conditions of water resources,exploit- ing water resources rationally;establishing the water saving production system of industry and agriculture;utilizing the water resources scientifically;carry- ing out the joint exploitation of surface and undergroundwater and man-made store water and management;increasing more new water sources;establishing united,long-term monitoring system of all water sources;protecting water sources;and managing water resources according to the state law and econom- ic policies.
